Has Wisbech St. Mary's Sewage Digester Got the Go Ahead?

An unpleasant name for an unpleasant problem. If you live in Wisbech St. Mary or on the Hearthstead Homes estate then you will definitely have heard about this.
The problem in question is located at the end of Mowbray Close and is in need of repair. The sewage system is private and is not on the main system. This is what is creating all the issues. Hearthstead Homes went into administration along with many other businesses in the recession and it dragged the residents of the estate down with it.
The residents of this estate have always had to pay a maintainance fee for the upkeep of the system but recently with its age has come more and more problems. It was built to last around 20 years or so, but those are now up which now in these times leaves the residents with a real problem. The sewage system really needs to be totally replaced as it has surpassed its duties and too often is it in need of emptying.
Now that Hearthstead Homes has gone under, the system has been bequeathed to the residents because no company is likely to take it over in its present condition. The cost to totally overhaul the system will be over £100,000 which has been shared amongst the residents. Now in these difficult times nobody wants to be lumbered with that!
There have been indications that work has started in the form of sightings of workmen wanting to guage the flow of the drains and measure the level inside, so this is good news isn't it?
When will the residents of the estate see an end to this drama? When will the sewage system finally be handed over to another company? Only time will tell.
Most importantly of all, why has it been left to the residents to sort out this mess?
