Dog Mess - A Solution?

I read last week about another countries novel solution to dog mess being left on streets of Wisbech by owners who couldn't care less about anyone else & don't take responsibility for their animals.

Dog Poo Scheme
The council in New Taipei City, Taiwan has had amazing success with their new scheme to keep the streets clear of dog mess. Every time a dog owner hands in a bag of dog poo they receive a lottery ticket. Each bag is worth one ticket to a draw in which the top prize was a gold ingot worth £1,300. The council recieved over 14,000 bags!!
This is a fantastic idea. At the moment there is no enforcement at all aimed at selfish dog owners who give good dog owners a bad name. A scheme like this would reward those good owners & incentivise the selfish ones who lets face it have no reason to pick-up after their dogs. If they were rewarded with a lottery ticket for a decent prize it would surely make some people change their disgusting habits. If you look at Fenland District Council's budget for dog mess clean up any percentage of that would show a huge return on investment seeing as whatever they do do at the moment doesn't work. Allied to that, just imagine the media coverage for the council & the area, most of it being positive at a time when Fenland District Council could do with all the positive publicity they can get!
Practically, implementation would be simple. Provide bins at particular places manned at certain publicised times when owners could hand over bags for tickets & then the bins could have their contents easily disposed.
I think this is a great idea. Can anyone point out why it won't work?
